I'm not an expert in this area, but I know for a fact that deformations such as these tend to be the result of genetic flaws in a developing fetus' genetic code. These can be caused by a wide variety of things. One of the main ones is that the egg and/or the sperm cell which gave birth to the fetus were damaged before or after merging, due to exposure to radiation or some type of drug or toxin that the mother or father consumed. The other main cause is the exposure of the already developing fetus to a an external toxin or radiation, which can cause genetic flaws in some of its stem cells (these are cells capable of forming almost any other type of cell in the human body, which are responsible for constructing the fetus' body) and result in posterior deformations. The main sources of radiation that can cause these flaws are somewhat ambiguous, but it is known that they can originate from extensive exposure of certain devices such as laptop computers or cell phones to the gonads (testicles or ovaries). As for the drugs or toxins, these can be pharmaceutical drugs, such as painkillers that aren't suitable for consumption during a pregnancy; recreational drugs, such as alcohol, tobacco, cannabis (marihuana), cocaine, LSD, etc; or toxins originating from environmental pollution, such as industrial wastes.
