One or two days before birth is due, the doe will pull fur off of her back and chest to form a nest. She will make a pile of fur, then she will move fur over here and there until she finds it comfortable to lay in.
The most noticeable way is to wait till she begins to prepare the nest by carrying hay in her mouth, and pulling her fur out to make the nest.

Your bunny has decided she does not want to use hair for whatever reason... or in any case, not her own hair. What you could do is put the hair from the other bunny in an area where she can take it if she wants it and just see how it goes. Just make sure that the other rabbit's fur you use isn't a male
