selectively permeable membranes allow some substances to pass through them and others not. when you pour boiled vegetables into a strainer to drain them, the water passes through the holes but the vegetables do not as they do not fit. This acts similarly to a selecively prmeable membrane (such as the cell membrane) because this kind of membrane will allow some chemicals to pass through it but not all.

It lets air enter the cell but resists other invaders. You could also say it acts as a window screen but they're pretty much the same thing.
