It tends to be a combination of temperature, gravity, and location. An example, would be that in an area where you find mountains. Many rivers in such areas are cool or very cold, and along with gravity, the river tends to flow at a fast pace.
In areas where the land in mostly flat. The rivers tend to flow at a slower pace, and by temperature, in many of these areas the water is lukewarm during the summer and cool in the winter.
Also, many rivers do not necessarily run in a straight line from place to place. Many rivers around the world have regions that have crooked portions, high spots that may eventually lead water to fall (water falls), regions where the water may flow in a calm manner, and eventually lead you to rough and crashing rapids.
When it comes to the oceans and seas, temperature causes the waters, along with the help of gravity, and motion tend to decide if an ocean will flow smoothly or be rough. It's also through this processes that decides what type of weather a certain part of the world may have during a particular season.
