There are two steps to the division of a eukaryotic cell. Since it has a nucleus, the first step is mitosis, the splitting of the nucleus. The second step is cytokinesis, the splitting of the rest of the cell, where the cell membrane gets pinched inward to divide into two new cells.
Only a plant has a cell wall. Animals have cell membranes.
When a sperm cell and an egg cell unite they form a zygote which now has the DNA it needs to divide and form a new individual. The sperm cell and the egg cell have one half the amount of DNA necessary to form a new individual.

During cytokinesis in plant cells, the new cell wall that begins to form in the middle is called the cell plate. This structure originates from vesicles that transport cell wall materials to the center of the dividing cell. As these vesicles fuse, they create a partition that eventually matures into a new cell wall, separating the two daughter cells. In contrast, animal cells form a cleavage furrow, which constricts the cell membrane to divide the cytoplasm.

New cells technically don't form. Instead, there will be a new cell when a cell splits apart.
This varies enormously from species to species. Most single cell organisms can even be considered immortal. they just divide in two with neither cell being identifiable as being the "new" cell.
During cell division, DNA replicates to form two identical copies that are then separated into two new cells. Chromosomes condense, align at the center of the cell, and are pulled to opposite ends during cell division. This ensures that each new cell receives a complete set of chromosomes with the same genetic information.
