Blood pressure is proportional to blood volume ie. The greater the blood volume is, the higher the blood pressure will be. This is because there will be a greater volume of blood flowing through the blood vessels which means that a greater pressure will be exerted on the walls of the blood vessels, which means increased blood pressure.

However, there are many factors which contribute to changes in blood pressure, blood volume is just one of these factors.

High salt diets can definitely cause high blood pressure (hypertension). Excessive salt keeps the circulatory volume higher than it should be, exerting excess fluid pressure on blood vessel walls. These walls react to this stress by thickening and narrowing, leaving less space for the fluid already cramped in the blood compartment, raising "resistance" and requiring higher pressure to move blood to the organs. The heart has to pump against this high pressure system.

And ultimately, the high blood pressure will cause cardiovascular disease like Heart disease and stroke.

Low blood pressure causes problems as the tissues cannot get the nutrients because of the low pressure. High blood pressure on the other hand damages the wall of the arteries which become thick and progress to artheroma and blockage giving rise to heart attack and strokes
