It's simple, as shown in the film 'Shark Tale' the whale or shark can do to the local 'Whale wash' where they will be cleaned and given a good scrub down. As Larry the whale says in the movie 'It's mating season, and I'm feeling lucky'. this shows that some whales and sharks can go to the whale wash and get cleaned, especially if it is during mating season.

in conclusion, i believe that the whale wash in shark tale was not there to symbolise independence and equality as there was no recolection of the event in questionable question.
