She doesn't exactly train her foal like a human would, however a mare is responsible for teaching a foal that humans are safe to be around and how and what to eat, etc. But really, it's all down to the person or people who raise the mare to train a foal to accept various tools like the halter and lead, the lunge line, various gaits, etc.

Do just as it instructs. Go to your horse and train it for 3 hours. If you can't train your horse yet then it's probably too young.
If they're inexperienced i would say no. if a horse is trained wrong when its young the damage could be hard to undo or permanent.
you buy a young horse, train it up to become a good showjumper/dressage horse/ hunter and sell it before it gets old.
Play with your horse when it's young, and train and ride it alot. also, if you can, salt blocks help.

Have the rider get off the horse immediately and try getting a more experienced rider to train the horse, or turn out the horse before riding to get that energy out. or more training with you to get the basics.
