Whether it's easier to pull than to push depends on the circumstances, there is no universal principle here. If you're using the pulley suspended above you can add your weight to your arms force and thus amplify your effort(pushing a rope doesn't produce any result of course). If you were to move a heavy stone block it might be easier to push it, if there's no grip possible to pull.
