Seems as though it would be supported by the laws of any object that is balanced in the middle and has the same length and weight on both sides extending from the middle.

Once a weight is added to one side while the other side is empty, the first side that now has weight on it will lower and the other side will raise.

If the now empty side has weight added to it and the weight is more than the first side that is down the side that is up in the air will lower. The speed at which this happens depends on the amount of weight one side has compared to the lowered side.

Should both people be the same or approximate weight pushing with the legs can give the needed motion to produce the effect of having one side go up and the other side go down. Gravity will eventually try to even out the see-saw. The speed again depends on the actual weight on both sides and the amount of force that was used to push off the ground to get the see-saw going into motion.

You put heavier and lighter items on opposite sides and they go up and down...
