Uh... You can drop-out any time you want. Your parents will have to pay for that though. You can not legally drop out of H.S. in NYS just because you turn sixteen. You must complete the school year you are in.
high school Ledger was sixteen, so that would probably make him a sophomore (by American standards). Also, in America, you legally have to stay in school until you are sixteen (I don't know what the Australian laws are like).
