Wind has absolutely nothing to do with the formation of a tsunami. Most tsunamis are generated at a site called a subduction zone, where one plate slides under another and into the mantle. As this happens, the plates snag on one another and tension builds up. When tension is released, the plates "snap" into a more stable position, generating an earthquake. When this happens, parts of the seafloor may move up or down a substatial distance. This displaces the water on top of the plate, generating a tsunami. Tsunamis can also be caused by landslides.

No, tsunami are caused by sub-oceanic earthquakes. High storm surges caused by cyclones (typhoons, hurricanes) can seem tsunami-like, but are not tsunami.
