Because they're rich. They can afford the materials and engineers to design them and build them. The rich countries share designs with poorer countries, but the poor countries simply don't have the wealth to build the structures.
Perhaps its the fact that poor countries lack the infrastructure to appropriately respond. Yea, idk but i think its stupid .... jus sayin It's because poor countries don't have enough money to thoroughly recover from it. Rich countries can recover much easier
The United States, Canada, China, Brazil and Nepal are the most rich countries in terms of water resource. I'm not sure about the poorest ones...
