The dog hears the sound but we don't.

The human ear can only detect sounds of a frequency between 20 cycle/second and 20,000 cycles/second at the very best. Dogs can hear sounds with a greater frequency. A typical a dog whistle is within the range of 16000 cycles/second to 22000 cycles/second. To put it more technically, a dog's inner ear vibrates or resonates to the high frequency sound waves of a dog whistle but our ears do not.

Its the same with bats, they are constantly sending out high frequency sounds, to locate flying insects but our inner ears don't resonate at those high frequencies and so we don't hear the constant "chirping" sound that they are making.

Whistles can be made of a hard material, such as plastic, wood or metal. It is a device that makes a whistling sound when air is blown through its mouthpiece. One type of whistle is similar to a hollow tube, where one end is open and used as the mouthpiece. On the side of the whistle is a sharp edge that creates a slit or opening along the midsection. When air is blown into the opening, it strikes the edge which sends the air whirling. This motion compresses and then expands the air. That creates vibrations and makes the trademark whistling sound.

Dog whistles work by getting the attention of the dog using an ultrasonic sound. The sound carries over a long distance making it very useful for herding and retrieving dogs

the "silent" whistle is actually not silent. It's just that it releases a sound so high that only dogs and certain animals can hear it.
