It really depends on a lot of factors. Once I had a 35psi tire "blow up" on 45 psi ... and it was the spare. (It didn't blow up - it sort of quietly disintegrated over a matter of about 10 minutes.) usually a tire is OK at twice its rated pressure - but remember, fast running and/or low pressure can cause quite a rise in the pressure of a tire.
