It's called survival of the fittest. In nature animals are weeded out by intelligence, fitness and adaptability. If an animal can not figure out how to continue the species then that animal would normally in the wild not be given many chances. In domestic situations with the continual confines keeping a female with a male who is not very bright, the male will continue to try with the female and the male will eventually hopefully have some natural instinct or a "stroke" of luck.
In a sense, one might say that this is the case. But in a more direct sense, natural selection determines which organisms do not get to procreate (as much). Natural selection is therefore more a limiting phenomenon than an enabling one.
