Anions, or negatively-charged ions, are formed when a metal loses electrons, and a nonmetal gains those electrons. An ionic compound is created when the electrostatic attraction between the positives and negatives brings the particles together.

An atom forms an anion by receiving electrons from another atom. For example for Magnesium(Mg) and Oxygen(O), Magnesium loses two valence electrons and forms a cation with a charge of 2+, Oxygen will then be receiving the electrons and forms an anion with a charge of 2-. Both Magnesium and Oxygen now achieve the electronic configurations of a noble gas, which will be more stable than when there are atoms. Magnesium and Oxygen now form an ionic bond, which is the electrostatic force of attraction between two oppositely charged particles. The resultant substance is called the Magnesium Oxide (MgO).
