Some local governments don't allow construction within say 50 or 100 feet of the shoreline of a water body. If you want to cross a body of water with a bridge you need a Corps of Engineers permit. They may not allow you to do so during fish spawning season. You also have to use Erosion and Sediment Control measures to make sure none of your dirt gets in the water.
