The reason a bully normally bullies in the first place is because somebody has hurt them deeply before, making them make an outer "bully" shell, so nobody can get to those hurt feelings. Also if the person getting bullied says a nasty comment back to the bully, then they are getting hurt too.

More than likely, a bully bullies because they feel bad about themselves.
