Generally with high surface pressure, there is sinking air and clear skies. With low surface pressure there is rising air with clouds and precipitation given sufficient moisture.

A high pressure means no cloud. This is because the high pressure will be pushing out into the lows not allowing cloud cover in.

A high pressure is caused by the ground heating and then the warm air rising.

then low pressure is the opposite.

In the summer a high means lots of warm weather whereas in the winter it will mean bitter colds and frosty mornings.

which will pick up water vapor (if possible) and carry it toward the low pressure areas

Thus lows are often "stormy" while highs are clear.

The pressure of the air is divided into highs and lows. The air masses move from the high pressure to the low pressure picking up water with it as it travels. As a result once it gets to the low pressure area it is usually full of water and as a result stormy weather occurs.
