Politicians zone cities and in large cities there are often areas that are older, where taxes are lower, and the people who live there are older, less educated, or work at lower paying jobs. Much of the money for schools comes from the tax base of an area, so if the taxes collected in zone A are lower than zone B the money will go to the schools in zone B. All of this contributes to segregation in the school systems.
