Because the air closer to the heater heats up first. It then gets warmer and less dense and rises to the top of the room, which pushes down the cooler air that is already up at the top. Then that air warms up and rises to the top, pushing the cooler air down.

This creates the Convection Current and that is how the room gets heated : )
