It reduces the number of action points you get per combat round. An unencumbered character gets 8 action points, an encumbered one will have less. You'll always be able to attack, but it will limit how far you can move. It may also prevent you attacking after performing a quick action such as using a wand or potion.
It is a weight or burden that makes movement more difficult. Can also refer to another person that is causing difficulties, such as: "Your lateness at work is becoming an encumbrance for the company."

I go to steam and load it and it seems to work but after it is about to go to the loading screen it blacks out and it stops responding. please help
It should, but it depends on your computer setup. Check the game requirements and compare them to your machine.
First you must have Team Fortress 2. If you have TF2, then open the props menu by pressing and holding down q. At the top, open the Team fortress 2 props list. Select the props/ragdolls to generate them.
