Generally it is not useful for a Pokemon to posses aqua ring even on a pokemon like vaporean due to other available options. Scald would be a better replacement. If scald is not available, hydro pump works well. Make sure to give it leftovers since vaporeon is generally tanky.

Flareon is probably the worst because he has high attack and therefore no STAB with powerful attack moves. Body slam and return can be decent with him, but should be used for snorlax or Kangaskhan.
