When you get the job and take the Forgery training in the museum, you get the key to the supply room, where the sixth piece of the Dragon Face picture is. When you leave the museum, it is night and you must re-enter through the Dragon Face hatch in the underground.
Once you have all of the pieces, enter the underground through the exit at the Docks.
