The "tragedy of the commons" is usually held to be that if it's common property with no specific owner, than no one feels any urge to protect it or keep it in order. The most effective method of averting this is the privatization of the public property. The second most effective method is to actually shift attitudes, such that each member of the public feels a genuine personal repsonsibility for the property, and sees the personal value in assisting in keeping it in order. An example is littering campaigns which have substantially deterred people from throwing refuse into streets - so successful that it hardly even occurs to anyone to do this. The third most effective method is for some coercive body (the government) to assign a person or persons as a custodian to the property, who will then treat it as if it were his. Usually this is done while the public awareness campaign is taking place, and can be - but hardly ever is - phased out afterward.

To promote proper disposal of refuse in your household, set up designated recycling bins for paper, plastic, glass, and metal. Encourage composting of food waste to reduce landfill usage. Educate family members on the importance of proper waste disposal and lead by example by recycling and disposing of trash responsibly.
You would be better off separating recyclables. No matter how much you smash garbage it is still there. Recycling keeps most garbage out of landfills and is good for the environment.
