he is surprised that Tybalt is getting the better of him and he thinks Romeo's love for rosaline has made him effeminate (he doesnt know about Juliet) so he decides to fight in his place - m and t had already had a war of words before romeo came in anyway so they were all already wound up. it didnt take much then to kick m off into a fight - especially when he was so cocky and confident assuming romeo would defend himself
He refused to fight Tybalt because he is juliets cousin. So he has to like get along with him and dosent want to ruin his marrige.. because he loved Juliet, who was Tybalt's relative, so killing Tybalt might make Juliet resent Romeo.
Tybalt didn't want Capulet to confront Romeo. Tybalt had every intention of confronting him himself, without consulting Capulet at all. "Fetch me my rapier, boy" says Tybalt, and he's thinking "I'll take care of this Montague" It's only when Capulet asks "How now, kinsman? wherefore storm you so?" that Tybalt has to explain why he wants to fight Romeo.
Capulet starts off by talking nicely to Tybalt, saying that Romeo seems to be a nice guy, "Therefore be patient. Take no note of him." But Tybalt keeps on arguing and Capulet gets mad at him. Whose house was this anyway? Whose party is it? That's when Capulet calls him a "princox" and a "saucy boy". Tybalt has to give in eventually, but very gracelessly.
Romeo refuses to fight Tybalt, explaining that for a reason he cannot explain he has no reason to fight Tybalt or hate him or any of the Capulets. His exact words are, "Tybalt, the reason I have to love thee doth much excuse the appertaining rage to such a greeting--villain am I none, therefore farewell. I see thou know'st me not." and after Tybalt persists, "I do protest I never injured thee, but love thee better than thou canst devise, till thou shalt know the reason of my love. And so, good Capulet, whose name I tender as dearly as mine own, be satisfied."
Mercutio believes Romeo has become feminine after falling in love, but he quickly moves to fight Tybalt when Romeo refuses.

So now Romeo is angry that his friend Mercutio is dead and Tybalt doesn't have a scratch. So, Tybalt and Romeo fight and Romeo kills Tybalt.
