Yes, a blown brake light fuse causes the shift interlock to malfunction. If the interlock can't tell if the brake is depressed or not, it won't shift out of park. The brake light fuse is a 15A in the engine bay fuse box.

Just bring it to the place that you bought the bulb, and they will show you. Buy the bulb at an auto shop.

There was a manufacturing problem with the original equipment brake light sockets which allowed many to fail prematurely. Saturn attempted to replace all of the brake light assemblies through a recall campaign. If your brake light assembly has not already been replaced, contact your local Saturn dealer.
Lift the vehicle on a vehicle jack, remove the tire, remove the brake shoe/calipers, and remove the old brake pads. Next, put in the new brake pads, replace the brake shoe/calipers, replace the tire and lower the car to the ground.
there are two small torx bolts on the inside of the trunk that i believe will make it possible to remove the light assembly
