A LASER is the results of a population inversion in the substance being stimulated. A solid state crystal LASER has a lamp that excites the crystals valence electrons into higher orbits. When they fall back they give off photons. They are confined to bouncing back and forth between two mirrored surfaces. One has a hole in it and the LASER beam comes out there.
