One cannot get a White House tour as of today because of the sequestration, the automatic cuts. The tours are cancelled until further notice. One can stay updated on the White House official website.

The white house tour does not include the areas where the President lives or works. Even if the President wanted to get into the toured area, I think due to security it would very difficult to get from the private areas to the toured area. He certainly would have to give advance notice -- he could not just decide one day that it would fun to pop in on a tour.
