Here are the steps I took on a Vostro 1700 running Vista.
1. Click the Start button, and then click Control Panel.
2. In the left-hand pane of the Control Panel, click Classic View.
3. Double-click Device Manager icon.
4. Click the plus (+) sign next to SigmaTel High Definition Audio CODEC
5. A camera installed correctly will place an entry in the Sound, video and game controllers section named SigmaTel High Definition Audio CODEC without any yellow exclamation points or question marks.
6. Ensure that there is not yellow exclamation point or question mark present.
7. Return to Control Panel and click Sound.
8. In the Sound window, click the Recording tab.
9. Right click in the white box and check "Show Disabled Devices"
10. Verify that the microphone icon is checked and that Microphone is set to High Definition Audio Device.
11. Click the Properties button.
12. In the Microphone Properties window, verify that Device usage: is set to Use this device (enabled).
