It depends on the quality of the dye & whether or not the person knows what they're doing. If coloured nicely & maintained, it'll look good.

It will just make it look darker. I have really dark hair and I put purple highlights in without bleaching and it just ended up making my hair look even blacker. I could sort of see the purple when I went out in the sun, but I didn't really like the overall appearance.
