Can someone see you remote viewing?

It depends on their perception level and the method by which you are doing it. No. Usually remote viewing is done as a "mind" doing the work. Unlike astral projection, you do not "go there" in "body". On the very rare occasion someone may feel a "presence", but it is virtually impossible for them to know who you are.

Are there any laws making remote viewing and out of body experiences illegal?

I don't think it is possible to make remote viewing and out of body experiences illegal. Assuming these things are possible, someone could in theory do things that are unethical during such practice. It would also be possible to do things that would otherwise be illegal if someone had done them in the flesh. Of course, most experiences like that are really just imagination, and there is no law against imagining anything. Unless you fully materialize elsewhere and/or leave forensic evidence, then legally, you haven't committed any crimes. If you show up in someone's house and they can prove you were there, that would be trespassing or breaking and entering, and if you harm someone while there, you would get whatever appropriate charges (murder, theft, assault, sex crimes, etc). But if you are only remote viewing or using astral projection, then there is really nothing anyone can charge you with.
