Well Atticus was about to get jumped and Atticus told Jem, Scout, and Dill to go home. Jem refused, and Scout noticed one of the 4 men who was Mr.Cunningham.(Mr.Cunningham is the father of Walter Cunningham which is Scouts classmate) Scout toldMr.Cunningham to say hey to Walter for her, and he noticed what he was doing, and disbanded the mob so he doesn't commit a lynch or hurt anyone in front of his son's friend.

Scout's attempt at conversation outside the jail helps to diffuse tension and break the seriousness of the situation. Her innocent questions serve as a distraction and provide a moment of levity amidst the growing crowd's anger and fear. Additionally, Scout's innocence highlights the injustice and prejudice present in the adult world.

Is persistent childish behavior abusive?

very behavior - including infantile behavior - is abusive if it bothers you, you asked the perpetrator to stop, and he won't. Childish behavior is usually an attempt to avoid responsibility, accountability, and, above all, intimacy. "Abuse" is when the behavior is causing harm to another person, whether it be physical or mental abuse. If this childish behavior is harming someone, then it may be considered abuse. If they are simply being selfish, you may not like it but it probably isn't really harming you.
