It depends. Some people can get physically hurt or emotionally hurt. Sometimes it can be both. There are many forms of bullying in society.

Bullying or Cyber Bullying cannot be stopped 100% thanks to man inventing more and more advanced technology, but the percentage will lower a great deal now that some students in some school are forming programs to protect the victims of bullying; parents; teachers; the police and society as a whole are much more proactive and demanding better laws once bullies are caught red-handed.
School bullying is a social problem that impacts all of society. It is certainly something social workers would want to get involved in. Bullying contributes to depression and suicide in teens and makes it harder for the victim and those distracted by the bullying to learn. School bullying is likely a symptom of things wrong with society as a whole such as intolerance, a hatred of individuality, and excessive commercialization of society.

Of course not, Freedom of speech is one thing but using it to cause misery to another being is both sadistic and foolish. You may well get sued or put in the jailhouse if the bully'd chose to press charges.
The most effect way to warn people about bullying (especially in schools) is to either act out in a theater play just how bullying starts and esculates to the point of demeaning the victim of bullying to a high risk of the victim committing suicide. Another way it can go is by doing a video on the subject of bullying, but sure you do good research on bullying technques and give solutions to the problem. Some schools have good students forming programs to protect victims from bullying. Laws are being changed and New Jersey has the hardest laws against bullying that any State and some States are following suit.
It is bullying by people in the same age group as you. It is basically the type of bullying that we have all come to know as just 'bullying'
