The major difference between mental and physical disabilities is the obvious... one we can see, and the other we cannot.
When we do not understand something and cannot readily see the impact of it, we tend to question its existence. For years the Earth was thought to be flat, waves and tides were thought to be controlled by some sort of sea monster, and natural disasters were thought to be the wrath of angry gods.
Mental illnesses, like physical illnesses, can be faked... but, just like physical illnesses, those "fakes" can be identified using sophisticated diagnostic tools and professions well-trained in their uses. Most people, though, do not fully understand the use of these tools and, because they are unable to readily see the impact of a mental illness, the often question the validity of it and assume that the individual with the diagnosis is "faking" it.
