Create a new 'Writer' document. Click on Format then Page - you can define your own page size from there...
Set the paper format orientation to Landscape.
Set the Width to 17.8cm and Height to 12.7cm (equivalent to 7in by 5in.
Set your Borders to the required size (try 1cm).
You can also set a Border around each card if you wish.

Actually - you have no legal authority to retain someone else's credit card.
