Sound proof glass is actually two panes of glass that have a vacuum between them. Since sound is a wave, it need a medium through which to travel. That's why astronauts can't talk to each other in space without the use of microphones. With no atter, sound can't be transmitted. So the vacuum between the panes of glass creates an area of nothingness where sound cannot be transmitted, and makes it soundproof.
