Try running Command Prompt as a administrator.
The prompt is an indication that the system is waiting for work to do, i.e. waiting for you type in a command.
To scan all system files in Windows, you can use the System File Checker (SFC) tool. At the command prompt, enter the command sfc /scannow and press Enter. This command will check for and repair corrupted system files. Make sure to run the command prompt as an administrator for it to work properly.

First of all, I've tried deleting it by dragging it to the recycling bin, which doesn't work. I've tried Shift+Del on it, and it doesn't work. I've even booted my computer in safe mode with command prompt and tried deleting it with the command prompt, and it doesn't work. Every time I try deleting or even moving it, it just shows the load window, but doesn't have the bar moving... It stays like this. I've tried leaving it on over night, and nothing is different. I'm on Windows Vista. Help!
The filename for the command processor shell for most Windows versions from XP and up are command.com (usually used for older DOS applications that are designed to work with Windows) and cmd.exe. They both exist in \Windows\System32.
