The Eureka is good, but the main difference is in its "dust-to-dust" or lifecycle enviornmentally-concious design. Day-to-day use won't produce much enviornmental gain.

One can find the Eureka Enviro Hard Surface Steam Mop online from various stores. These stores are, but the list is not limited to these, Amazon, Bed Bath and Beyond, Walmart and Steam Mop Deals.
There is a company called Enviro-safe that makes a replacement called es-22a. I cannot vouch for it's effectiveness since I haven't tried it. It is also marketed by different companies and can be found on Ebay. It is advertised as compatible with R-22 and R-22 systems, including oils, compressors, etc.
I had the same question. I so far can't find something that most people know of that has a pH level of eight, but I do know that the the "Enviro Fresh ODOR PRODUCT" has a pH level of 8 to 8.5.
