He survives because he is in the front part of the Frigate and makes through the portal, while Cheif is in the back and so when the portal closes Arbiter makes it back to Earth and Cheif doesn't.
He doesn't. The Arbiter you see later in the Halo timeline is a different Arbiter.

The latest version of Halo is currently Halo 3: ODST, which either came out in 2009 or 2010, and it's for the Xbox 360. You don't actually get to play as the Master Chief or the Arbitor, rather an ODST fighter; you don't have an energy shield, which makes it tough.
You jump through the rings in this order (1 is closest to the elevator, 7 is closest to where Arbitor kills the prophet). 4,6,5,4,5,3,4. If you do it correctly, the rings will start to flash.
