The districts are actually one landmass of what was left after the destruction of earth, but it is very small for a large population. So technically they need to get "rid" of people to stop their islanf=d from overflowing.

Mockingjay: Katniss is acting as the mockingjay(mix of a bluejay and mockingbird) for the rebels by transporting messages and making decisions. The mockingjay symbolizesthe bird that seems to fly everywhere and has special meaning to Katniss, once Rue shows her the mockingjay call and she recieves a mockingjay pin from Madge. If you look closely at the pictures on the cover of the books, they also symbolize the mockingjay. In the first book, it is just a meaningful pin, in the second it sparks a rebellion and catches fire, and in the third it becomes a full-fledged fire birb. In the simplest sense, Katniss was always considered the Mockingjay.
