People make it like that so the ink doesn't flood out of it when someone starts to write with it. They do that by putting the ink in a small tube with a dripper and then they put a round inky ball at the end of the small dripper. Then they write with it to make sure it works. I hoped I helped you I know this because I researched it along time ago and now when I buy ink I can make my own pens. It is fun but really messy and it takes a lot of time.
