If youre asking why the ocean is blue, its because it is reflecting off of the sky above. We all know the ocean really isn't blue, it is clear, or even more brown or green because of all the algae and pollution in it.

Sort of the same reason the sky looks blue on a clear day. The longer wavelength light (reds, yellows,etc.) are absorbed and the shorter wavelength blues are reflected and therefore are those which are seen.

The depth and density of the water affects the shade of blue you see. Generally the Pacific lookes a darker blue, almost navy-blue, than the Atlantic, but remember it gets much deeper a lot quicker as you go offshore.

Shallower areas can look almost clear when viewed say from an airplane. Algae, plankton, and other natural things can also turn the water a greenish shade in some areas.

Keep in mind the intensity and angle of the sun will affect the color daily such as bright vs. cloudy day.

The chemical composition of the water can also play a role in the refraction of colours.

Sea water, like the water that comes out of your sink faucet at home, is normally clear with no color. Sometimes sea water can contain various colors of algae in reds and greens.

Most of the "color" of the sea is a reflection of the blue sky or its colorful bottom showing through to the surface. (Only in shallow areas, of course).
