I will assume you mean "in the ozone layer". Ozone is made when UV-C is absorbed by oxygen molecules, shattering the molecule apart. Most of these oxygen atoms end up making just hot oxygen again. Some of them end up making ozone. These reactions occur at the depth in the atmosphere where UV-C intensity is high, and where there is sufficient gas to absorb the UV-C. Assuming you mean ozone as pollution, ozone is made when NOx and VOCs are activated by violet to ultra-violet light. NOx comes from high temperature combustion in air (mostly). VOCs are unburned fuel or even methane from crops and cattle. The violet thru ultra-violet wavelengths are lost by 4:00pm or so local time. So ozone pollution is peak in the daytime, and near highways or areas that have lots of methane production.
