The question should ask 'do other religion practioners have to remove their shoes too?. In the first place, what is the main function of wearing a pair of shoes other than to get comfor to the feet. So, why do religion practioners have to wear shoes when they pray .Obviously shoes are considered 'dirty' for most practioners and wearing them while praying would not not contribute much respect to whoever you are praying. However, the bottom line for Buddhism is mind culture and not the indulgence of praying. Mind culture or training of the mind is translate to 'Nowness'; where mindfulness is the way of life. We can always train our mind with or without shoes. The previous Answer is for 'pure' Buddhism, however many Buddhists throughout the world do pray to their gods. I have rarely seen Buddhists remove their shoes to enter a temple and pray. There are some Buddhist temples in Japan that requires adherents to remove their shoes before entering. See link below.
