Everybody important listens to this speech, so if the President has anything that he thinks is important to say, the state of the union speech is a good place to say it.

He has to make the speech even if he does not have anything special to say, so in that case he uses it to justify and explain his program and other action he either has made or intends to make. He always wants to put a positive slant on his administration.
