How does the rebate work going back to Direct TV from another provider?

As a former customer of Direct TV, I was contacted by them that they would
reimburse me for the early cancellation fee owing to Dish Network if I would
come back to Direct TV as a customer. I agreed to do this, however, the
cancellation fee is still owing. I need to know if I am suppose to pay this
to Dish Network or are they. Nothing has been explained to me.
