Too high partial pressure in the air leads to seizures and blackouts. Also, uncontrolled contractions of muscles.

You can still breathe pure oxygen with low enough pressure.

There is not any physiological reason for this unless of course the athlete was exercising at high altitudes. The atmospheric concentration of oxygen is already adequate for the lung to reoxygenate the body at its maximal rate. So adding even more oxygen has little to no impact since the richer oxygen content exceeds the maximum amount the lung can uptake anyway. This is a primary example of the placebo effect and professional athletes getting what they want, whether or not its beneficial.
