Phloem cells are specialized plant cells that transport sugars, nutrients, and other organic compounds throughout the plant. They are part of the plant's vascular system, alongside xylem cells, and are responsible for conducting food produced by photosynthesis from the leaves to other parts of the plant.
Vascular plant grow faster because the structure of it allow it to get the nutrient and water it needs faster then non-vascular. The vascular system is the system the plant use to transport water and nutrient. It has 2 pipe called the Xylem for water and Phloem for other nutrients.
Water and minerals are absorbed by the root hairs of a vascular plant from the soil through osmosis and active transport. The water and minerals are then transported through the plant's vascular system, xylem, to reach all cells in the plant, providing nutrients and maintaining turgor pressure.
Because vascular tissue is the transport system of a plant. if a plant doesn't have vascular tissue it cant transport water and minerals to all parts of the plant if it is big. So the non-vascular plant like moss needs to be small for sufficient distribution of water and minerals etc without a transport system. eg- moss
Phloem cells are part of the plant vascular system and can be found in the phloem tissue, which is responsible for transporting sugars produced in the leaves to other parts of the plant, such as roots, stems, and fruits. They are typically located alongside xylem cells in the vascular bundles of a plant.
Vascular tissue
Vascular means that the plant a system that carries nutrients and liquids throughout its body, very much like the way a human's arteries and veins carry oxygen and nutrients to our cells. Ferns are some of the earliest and simplest vascular plants.

Liverworts lack a vascular system. They are non-vascular plants that absorb water and nutrients directly through their cells. Ferns, peanut plants, and oak trees all have vascular systems that transport water and nutrients throughout the plant.
Endodermal cells
Honeysuckles are a vascular plant. They have a water transport system that includes roots, stems, and leaves. Any plant that has these three components is a vascular plant.
